Detailed Scope & Process

What Is CGTMSE Loan Assistance?

CGTMSE loan assistance helps micro and small enterprises obtain bank or NBFC loans without collateral or third-party guarantees by using the Credit Guarantee Scheme of the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE). The Trust, set up by the Ministry of MSME and SIDBI, provides a guarantee to lenders against defaults on eligible loans. Because of that guarantee, a lender that is a member of the scheme can sanction a loan without taking collateral or a third-party guarantee, up to the scheme's ceiling.

The most important point is who the guarantee is for. CGTMSE guarantees the lender, not the borrower. The borrower still has to repay the loan with interest, and the lender still decides whether to lend, how much and at what rate. The scheme is not a subsidy and does not give the borrower any money. The guarantee cover is a percentage of the amount in default, and the borrower or lender pays an annual guarantee fee, as the scheme provides.

The scheme works only through member lending institutions, that is, participating banks and financial institutions. The guarantee ceiling per borrower was enhanced from Rs 5 crore to Rs 10 crore with effect from 1 April 2025, according to the Ministry of MSME, and the annual guarantee fee structure was revised from that date. A separate, higher guarantee arrangement has been announced for DPIIT-recognised startups. Details should be verified with the lender and on the CGTMSE website. The Legal Bank is a private advisory platform and not a government body, agency or lender. Registrations, loans, subsidies and grants are decided only by the authority, lender or agency concerned, and nothing here is a guarantee of approval.

Who Needs CGTMSE Loan Assistance?

  • Micro and small enterprises that cannot offer collateral
  • New and existing manufacturing and service enterprises seeking term loans or working capital
  • Entrepreneurs whose bank has asked for collateral or a third-party guarantee
  • Startups wanting to understand the guarantee arrangement for them
  • MSMEs that have been told that CGTMSE cover is available but do not know how to use it
  • Borrowers moving from one lender to another
  • Enterprises planning expansion with bank finance

When Is CGTMSE Loan Assistance Required?

It is not a legal requirement, but it is useful when:

  • The loan sought is such that the lender would normally ask for security
  • The enterprise has no property or guarantors to offer
  • The lender is unsure whether to cover the loan under CGTMSE
  • The borrower wants to understand the guarantee fee and who pays it
  • The loan proposal needs to be prepared to the lender's standards
  • The enterprise wants to compare CGTMSE with PMEGP or MUDRA
  • The enterprise is close to the limits of the scheme

What Our CGTMSE Loan Assistance Includes

The assistance is based on the current scheme position and typically covers:

  • Understanding the enterprise, activity, loan need and existing exposure
  • Udyam registration and classification check, since the scheme covers micro and small enterprises only
  • Eligibility check for the borrower and the activity
  • Identifying lenders that are members of the scheme and their appetite for the proposal
  • Project report or loan proposal with cost, funding, projections and repayment capacity
  • Document checklist and review
  • Understanding of the guarantee cover, annual guarantee fee and who bears it
  • Support in applying to the lender and in responding to queries
  • Understanding the sanction terms, including interest, security and covenants
  • Post-sanction compliance: use of funds, reporting and repayment
  • Honest comparison with other schemes

Legal and Practical Considerations

A guarantee for the lender, not a subsidy. The borrower repays the loan in full with interest. If the borrower defaults, the lender can claim from the Trust, but the borrower remains liable and the lender may pursue recovery.

Micro and small only. CGTMSE covers micro and small enterprises, not medium enterprises, and certain activities are excluded. Current MSME classification limits, in effect from 1 April 2025, are: micro up to Rs 2.5 crore investment and Rs 10 crore turnover, and small up to Rs 25 crore and Rs 100 crore. Verify current limits when applying.

Ceiling and fees. The ceiling of guaranteed credit is Rs 10 crore per borrower from 1 April 2025, and the annual guarantee fee is slab-based and was reduced from that date. The exact cover percentage and fee depend on the borrower category and loan size, and should be confirmed with the lender and the scheme document.

Lender discretion. Member lenders apply their own credit policy. The guarantee does not oblige a lender to sanction, and the lender may still ask for security of the asset financed.

RBI norms. The collateral-free limit for loans to micro and small enterprises under RBI directions has been revised from time to time, and the lender decides in line with those directions.

Related guarantee schemes. For machinery and equipment term loans, a separate Mutual Credit Guarantee Scheme for MSMEs managed by NCGTC provides cover for such loans. For startups, a separate credit guarantee arrangement exists. Which one applies depends on the borrower and loan.

Accuracy. Information given to a lender must be accurate. Misrepresentation can lead to rejection, invocation of the guarantee being refused and legal consequences.

Common Mistakes in CGTMSE Loan Applications

  • Believing CGTMSE is a subsidy or that the guarantee is for the borrower
  • Approaching a lender that is not a member or has no appetite for the borrower's activity
  • Not having Udyam registration or an accurate classification
  • Applying for a medium enterprise
  • Not understanding who pays the guarantee fee
  • Weak project report or cash flow, so the lender declines despite the guarantee
  • Mixing up CGTMSE with the machinery-loan guarantee or startup guarantee
  • Paying agents for a guarantee that can only be obtained through a lender

Professional Fees, Government Fees and Timeline

There is no government fee for our assistance. The annual guarantee fee under the scheme is charged through the lender according to the scheme and varies by loan size, and lender processing charges may also apply. Our professional fees depend on the size of the loan and the proposal required. Preparing the proposal typically takes 5 to 10 working days after documents are received. Sanction and disbursement follow the lender's timeline and cannot be promised.

CGTMSE Assistance vs MUDRA Assistance vs PMEGP Assistance

CGTMSE is a credit guarantee for lenders on collateral-free loans to micro and small enterprises, not a subsidy. MUDRA is a loan scheme with no subsidy. PMEGP is a credit-linked subsidy scheme for new micro enterprises. Related services include MUDRA Loan Assistance, PMEGP Loan & Subsidy Assistance and MSME Subsidy Application.

Need Professional Assistance With a CGTMSE-Covered Loan?

A well-prepared proposal helps the lender say yes, with or without a guarantee. The Legal Bank can help you prepare. The Legal Bank is a private advisory platform and not a government body, agency or lender. Registrations, loans, subsidies and grants are decided only by the authority, lender or agency concerned, and nothing here is a guarantee of approval. Share your requirement to discuss the next steps.

πŸ’° Pricing Considerations

Professional fees depend on the size of the loan and the proposal required. The guarantee fee and lender charges are separate and are set by the scheme and the lender. A written scope and quote is shared before work begins.
